Improvement in reading efficiency has several major benefits. We need reading skills to benefit from the wealth of information that is now available in printed form. There’s a great story about an old Finnish woman who, without quite realizing it, was
using her cell-phone to access the Internet and track her city’s public transit system. It will then give you the information you’re seeking, using either a synthesized voice or an audio file.

In the United States and Europe, the hot technology for wireless devices is called WAP (Wireless Application Protocol), which is being considered as the world standard. WAP is supported by major phone companies including Nokia, Motorola and Ericsson, and is simply a means of transmitting information, much like HTML which is a means of communicating on the Internet.

Currently, wireless Internet connections may give you news, sports scores, stock quotes, and the weather if you’re lucky. But if you’ve ever used this technology, you know it’s slow, costly and doesn’t seem worth the time and effort, if it works at all. All of this technology points to easier living. Perhaps you’ll need to find a restaurant for an occasional business meeting. You’ll press a button on your mobile phone, and access the Internet to pull up a list of great restaurants in your immediate area. You’ll hit another button, say a few words into the handset and you’ve got a reservation for four.

Because of satellite links which now enable broadcast news organizations to originate live
programming from any part of the globe, the entire world is becoming one giant sound stage for television news. As a result, Marshall McLean's reference to the post-television world as being a single "global village" is gaining new acceptance and Shakespeare's famous line, "all the world's a stage," has taken on an interesting new twist in meaning.

But, beyond the philosophical dimensions of global television communications there are some dramatic, political implications. Even before today's worldwide satellite links were possible, the growing effect of broadcast news technology on national and international politics was becoming increasingly evident.

Because television is a close-up medium and a medium that seems to most readily involve emotions, it is most effective when it is revealing the plights of people. It was probably the appalling footage of the Nazi death camps that first demonstrated the power of motion pictures and television to affect the collective consciousness of a world audience. In the United States during the 50's and 60's the power of television to stir the consciousness of large numbers of people was demonstrated in another way. Night after night graphic news footage of the civil rights struggle was brought into U.S. homes.

Years later, this role was to take on a new and even more controversial dimension during the Vietnam War. Reading about war was one thing; but war took on a deeper and more unsavory dimension when it was exported directly into U.S. living rooms night after night by television. Public opinion eventually turned against the war and to some measure against President Johnson who was associated with it. As a result of the public opinion backlash during these times, the Pentagon was thereafter much more careful to control what foreign correspondents and TV crews would be allowed to see and report.

It was during this time that President Carter brought the issue of human rights to the centre of his foreign policy, and, to some degree, to the centre of international politics. "Human rights are the soul of our foreign policy," Carter said. "Of all human rights the most basic is to be free of arbitrary violence, whether that violence comes from government, from terrorists, from criminals, or from self-appointed messiahs operating under the cover of politics or religion. "

Although political viewpoints have changed since then, because of the emotional nature of human rights, this has emerged as the "soul" of television news. The transgression of human rights has been the focus of many, if not most, major international television news stories. The reporting of these stories has created outrage in the world, prompted attempts at censorship by dictators, and in many cases resulted in the elimination of human rights abuses.

The Westlife story really began way back in December 1996 when the three original members
of Westlife were performing in a local production of the musical Grease. Shane Filan, Klan Egan and Mark Feehilly were all born and bred in Sligo, a small town a few hours west of the Republic of Ireland’s capital city, Dublin. During breaks the three would get together and sing covers of some of their favorite songs including Boyz Ⅱ Men’s I Make Love To You. The reaction to their singing was so positive that they decided to form. a band as soon as they had finished their exams at school. This they duly did and on July 3 1997 they formed I.O.U.

The boys organized concerts in the area and even produced their own CDs to sell locally. This local success led to an appearance on TV that was to prove extremely important. Among the viewers who saw the trio perform. in a children’s hospital was Boyzone’s manager, Louis Walsh. Soon after Shane’s mother contacted him about I.O.U. and found he had been desperately trying to get in contact with them.

Louis Walsh decided to hold auditions to recruit two new members in Jude of 1998. This is when Nicky Byme and Bryan McFadden, two Dublin boys and friends entered the picture. A quick name change and Westside was born. Yes, WESTSIDE. This was to be the quintet’s name until they discovered another band already using the name and a final change to Westlife was called for, The final link in the chain was Ronan Keating, Boyzone’s lead singer, who at Louis Walsh’s request joined him to help and nurtured this raw talent. His experience proved an invaluable help.

The next step was to secure a record deal. The band organized a showcase in Dublin and soon reprentatives of every, major record label were offering the bewildered boys contracts. In October 1998 Westlife signed to RCA, a label that had a proven track record with the successful marketing of both Take That and Five,

Barely had the ink on the contract dried when they headed out on tour as part of the Smash Hits Show, which led to them winning the Best New Tour Act in December 1998 (this was an award Boyzone themselves had won in 1994 which seemed like a pretty good omen).

Styled by Kenny Ho, who was responsible for The Spice Girls image, Westlffe’s first single Swear It Again was released in March 1999. In their native Ireland it went straight to number one and became the biggest selling debut single in the history of the Irish charts. A month later Swear It Again repeated the feat in the UK, staying at number one for two weeks and following on from Boyzone’s dominance of the UK top spot. This success was soon matched all around Europe, Asia, Australia and New Zealand. They look set to repeat their success now in the USA. A tour throughout the States has meant Swear It Again is rapidly climbing the Billboard charts. This is the good news the boys needed as Bryan McFadden recently suffered nervous exhaustion and had to miss some shows while recuperating back in Ireland with his family, blot only that but Ronan Keating’s solo plans have forced him to give up his co-managing duties due to lack of time. More good news, though, is they have recently recorded with Mariah Carey and are due to begin work on their second album.

For the first 300or so years of European settlement, the story wasabout moving outward: getting immigrants to thecontinent and then to thefrontier to clear the prairies (大草原), drain thewetlands and build new cities.

B) By the end of the 19thcentury, as the frontier vanished, the US had a mild panic attack. What wouldthisenergetic, enterprising country be without new lands to conquer? Some people,such as Teddy Roosevelt, decided to keep on conquering (Cuba, the Philippines,etc.), but eventually, in industrialization, the US found a new narrative ofeconomic mobility at home. From the 1890s to the

1960s,people moved from farm to city, first in the North and then in the South. Infact, by the 1950s,there was enough prosperity and white-collar work that manybegan to move to the suburbs. As the population aged, there was also a shift from the cold Rust Belt to the comforts of the Sun Belt, Wethink of this as anold persons migration, but it created many jobs for the young in coustructionand health care, not to mention tourism, retail and restaurants.

E) Part of the problem is that the countryslargest industries are in decline. In the past, it was perfectlyclear whereyoung people should go for work (Chicago in the 1870s, Detroit in the 1910s,Houston inthe 1970s) and, more or less, what theyd be doing when they gotthere (killing cattle, building cars,~selling oil). And these industries werelarge enough to offer jobs to each class of worker, fromunskilled laborer tomanager or engineer. Today, the few bright spots in our economy are relativelysmall (though some promise future growth) and decentralized. There are greatjobs in Silicon Valley, in the biotech research capitals of Boston andRaleigh-Durham and in advanced manufacturing plantsalong the southern 1-85corridor. These companies recruit all over the country and the globe forworkerswith specific abilities.(You dont need to be the next Mark Zuckerberg, founderofFacebook, to get a job in one of the microhubs (微中心), by the way. But youwill almost certainlyneed at least a B, A. in computer science or a year or twoat a technical school.) This newer, select job market is national, and itoffers members of the mobile class competitive salaries and higherbargainingpower.

F) Many members of the immobile class, on theother hand, live in the America of the gloomy headlines.If you have nospecialized skills, theres little reason to uproot to another state and be thelast in linefor a low-paying job at a new auto plant or a green-energy startup.The surprise in the census (普查)data, however, is that the immobile workforce is not limited tounskilled workers. In fact, many have a college degree.

G) Until now, a B.A. in any subject was a near-guarantee of at least middle-class wages.But today, aquarter of college graduates make less than the typical workerwithout a bachelors degree. David Autor, a prominent labor economist at M. I.T., recently told me that a college degree alone is nolonger a guarantor of agood job. While graduates from top universities are still likely to get a goodjobno matter what their major is, he said, graduates from less-famous schoolsare going to be judged onwhat they know. To compete for jobs on a nationallevel, they should be armed with the skills thatemerging industries need,whether technical or not.

H) Thosewithout such specialized skills--like poetry, or even history, majors--arealready competing with their neighbors for the same sorts of second-rate,poorer-paying local jobs like low-levelmanagement or big-box retail sales. Andwith the low-skilled labor market atomized into thousands ofmicroeconomies,immobile workers are less able to demand better wages or conditious or toacquire valuable skills.

I) Sowhat, exactly, should the ambitious young worker of today be learning?Unfortunately, its hard tosay, since the US doesnt have one clear nationalproject. There are plenty of emerging, smaller industries, but which ones arethe most promising? (Nanotechnologys (纳米技术) moment of remarkable growth seems to havebeen 5 years into the future for something like 20 years now.) Itsnot clearexactly what skills are most needed or if they will even be valuable in adecade.

J) Whatis clear is that all sorts of government issueseducation, health-insuranceportability, worker retraining--are no longer just bonuses to alreadyprosperous lives but existential requirements. Its inall of our interests tomake sure that as many people as possible are able to move toward opportunity,and, Americas ability to invest people and money in exciting new ideas isstill greater than that of most other wealthy countries. (As recently as fiveyears ago, US migration was twice the rate of EuropeanUnion states.) That, atleast, is some comfort at a time when our national economy seems to besearchingfor its next story line.

Unlike in the past, a college degree alone does not guarantee a good job for its holder.
